Try a park, a B&B, a beach, a ranch, a lake, a waterfront area, a restaurant that has beautiful gardens, a winery. Or, you could always have the wedding & the honeymoon at the same time at a place like Sandals or Beaches or Club Med. Their weddings are generally free. . .

Agreed. Find a nice location in a park and have it there. If it is owned bythe park district, you have to get a license to use the space in order to have guests. If your reception will be there too, have a few trusted relatives and friends donate their time and talent by making the food and serving it.

Just find a great backyard to do it in! That way it's a more intimate setting for your family and friends. You can also find a friend who is good at decorating to help you with the place unless you can do it yourself. You can find inexpensive materials at discount stores or craft stores.

if you have a public park in town they usally have a cazebo or something of that kind you could use. have plenty of room and some where for kids to play. alot of the time they grills there as well so you could have a dinner there as well if you planned on feeding your guest

Most cities have formal Botanical Guardens where outdoor weddings can be held. Most small towns do have parks that will also suffice.
