I've been having some problems with my computer and realize that I need to format. However I'm running WinXP which doesn't seem to have access to DOS. How do I access it with windows XP so I can format?

According to the way you asked your question, you are wanting to format the drive that your xp is on and you can not do that while it is in use. boot from your xp disk and reinstall, during the install process you choose the partition for the install and then you can choose to format the drive then continue with the install. If it IS another partition you are trying to format then click start --> run then type "cmd" there's you so-called dos window

Windows must have MSDOS. Click start, go to run and type "command.com"(without the quotes). Press enter and the MSDOS window will appear.

if you dont know how to get to DOS you dont need to be reformatting your hard drive.

the best way to format your hard drive is to just reinstall windows. this will remove all and any junk you have on your computer. no DOS knowledge required.
