in a national park setting, where the public is being transported on a government-owned vehicle, would it be legal to show a rented DVD on a large screen to the public group for entertainment?

It depends. If it is completely open to the public, there might be a violation. If it is a private party situation (invite only) then no, as that is a private viewing. Depends on the technicalities of the show. And you certainly cannot be making any money on the movie.

You need to get a Permit form City-Hall or your city, for a crowed gathering, Then you can show the movie Free of Charge to the Public, with-out violating
any zoning law.

it might be if no admission is charged, especially if not only the truck is gov but the sponsor of the event is as well.
