I was using a 1 cup dry measuring spoon to put milk in a dish I was making. I don't know why but I decided to pour the amount in a liquid measuring cup. The amount was less.

I was taught (and I've seen the experts say it on TV) that you cannot measure wet ingredients in dry measure cups. And you cannot use a liquid measuring cup to measure dry ingredients.
It might be 8 oz. in each, but you are not going to achieve the same amount. This could change the outcome of the recipe. Also, I've never heard of a 1 cup "dry measuring SPOON". A spoon measures 1/8 tsp. - 1 Tbsp.

A cup = 8 ounces, no matter what medium it is. So the liquid measuring cup is set up to handle 8 oz of liquid, which is usually less than the dry measuring cup, because liquids usually weigh more than the solids do.

It's the same measurement for both, although a powder may turn out to be less than the liquid's 1 cup because a powder will settle, if you pack it in then you'll get you're exact cup, but usually what you do when measuring powder, pour and tap the measuring cup to allow it to settle/pack in, then pour more, tap again, pour and tap until after the tapping you get to your cup.
