you can charge as many people involved in the crime. it's up to your lawyer to prove that you didn't know there were drugs in the car. but yes, they can charge as many people as they think are responsible.

2 people can be charged with the same crime even if only one is caught with the evidence. They will go deeper. Maybe the other person was responsible to smuggle the drugs or to get them from somewhere but the other was in possession at time of raid or was the one consuming them at that time. Person responsible for getting the drugs is also equally a partner to the same crime

Let me guess, the passenger had the drugs, and the driver got charged too? Yes, that is how it works, the person in control of the vehicle is responsible for the people and things in the vehicle.

yes, they can say they were not theirs, in CT, especially as well as New York, that is when the D.A. or P.A. wants one person to rat the other person out, and then usually set some one else up.
If you don't believe just look at Jason Grismley's affidavit. The example being, they want you to arrange a transaction or provide some sort of evidence. Yes, you can get off free, but, some one is going down!!

Any number of people can be charged with the SAME crime, if it can be proved that they all have a hand in it somehow. Plain and simple.
