Since most dogs sniff before they pee, sprinkle cayenne pepper around where you don't want him to pee. It should work for the digging too.

Most dogs are natural diggers - some breeds more than others. Beagles and terriers are the worst. Punishing them for digging is useless and cruel. Without guidance, a bored and lonely dog is going to find something to do - usually something you don't like. They love the smell of freshly turned earth - they don't understand that you treasure those flowers!
If you get him neutered, he won't pee as frequently. You can make up a solution of lime and water and put it on the plants to neutralize the acid in his urine. Or put up some clear plexiglass panels to keep him from peeing on them.
Make sure he's getting plenty of exercise and training and play time with a human. Try making an area with a sandbox and encourage him to dig there. Or find another fun thing to distract him. Get a tetherball game and hang the ball at a low enough height that he can grab it. (NOTE: this can sometimes lead to a lot of barking and really piss off your neighbors!) For my terriers, I installed an overhead wire across my yard, attached a pulley and ran a second wire down toward the ground with a fuzzy dog toy at the end of it. They love zipping it back and forth and playing tug-of-war with it. You can also teach him to play flyball - a competitive dog sport where the dog is trained to launch his own ball from a box with a spring inside.

There are many devices they sell at the garden centers for discouraging deer and wild animals - it has a motion detector that turns on your sprinkler and chases them away. Of course, that won't work if your dog loves the sprinkler or digs everywhere! This is one of them:

I have a beagle, too. She does the exact same thing. Our back yard is full of holes. I have given her more attention latley and the amount of holes has gone down. When she starts digging I say NO in a firm voice and if she keeps digging, I lock her outside and she runs to the door and I let her in.

I have a 1 yr old female beagle. She also digs up the yard and I have had to refill them many times. She does it one spot and no where else. I wish I could answer this wuestion myself. Though the Cayanne pepper things sound very interesting! I would give that try and see if it works!

Spread black pepper in the holes where he is digging (or in the area where he is digging). Black pepper will not harm the plants. Sorry, but I have no idea how to stop them from peeing on bushes except to bring him away from that area.

cayenne works for both problems. you can also put him on a 6 foot leather leash with a pinch collar (safer than choke collar). give him a correction whenever he begins to dig/pee in the wrong place. make a designated "potty" area-it works!! i think you can also bury water balloons or something, so they pop when his digging claws touch them!

It is a natural instinct for them. Try giving him plenty of toys out there so he is not bored. Or ask your landlord if it is ok to designate a spot for him to dig and you can fix it before you leave.

get an aluminum like coke can and fill it with rocks shake it cuz it scares them n hopefully that will help if it doesnt throw it at him without hitting him and hopefully that will scare it. thats how we trained our dog n it worked well

i had the exact problem. i firgured she was bored so i bought her some toys and now she just plays with the toys and doesnt dig.

put him in a cage.and you can take him out but if he digges one more hole keep him in a cage
