There are tons of scholarships that go unclaimed each year. Many $400, $500 or $1000 scholarships never even get applied for because people think it's chump change and not worth applying for. Well, get a few of those $500 scholarships and it'll really make a dent in your tuition bill.
Do a search on scholarships, search your major, your ethnic heritage, your town, your parents employers, your employer, hobbies, high school, local chamber of commerce/rotary/ lion's club etc. Left-handed? There is a scholarship out there for you! Older woman returning to school? There are scholarships out there for you. Do combined searches on more than one criteria "hispanic women aviation scholarships" etc.
Go to the library and ask the reference librarian for a reference book on scholarships. They usually have more than one. There are all kinds of scholarships out there, you just have to start applying yourself and make it your summer career to send out letters everyday for scholarships. Good luck!

As a foreign student, you aren't eligible for financial aid (loans, grants, etc.) from the US government unless you have "refugee" status, "asylum granted" status, or "parolee" status; or are a "Cuban-Haitian Entrant."
Have you picked a school yet? There are plenty of schools that offer scholarships (sometimes sizeable ones) to students regardless of their citizenship status. You will need to ask about this at each school you attend. Be sure to find out what their scholarships are based on (need, academics, both, etc.) and what your chances are of getting this aid.

However, in most cases, the only way to obtain student loans as as a foreign student is to apply for them with a co-signer who is a citizen, permanent resident (or eligible non-citizen -- i.e. refugee, etc.). Most loan companies offer this option.
There are SOME instances in which a school will have its own pool of loan funding that it can award at their discretion. In some cases, these loans are made with the school's own money; in other cases the school is given the money by an education loan lender with whom they partner. The lender and the school are then jointly responsible for the administration of the loan.
At the school at which I work, we have $50,000 in loan funds that we are allowed to allocate as we see fit. I generally reserve this pool of money for international students who have NO OTHER OPTION but to borrow this way (I always make sure that they have tried everything else). These awards are generally small and the interest rates are high (about 14%), so you would need to decide if this is an option you are even willing to pursue.

The US has Christians in it who consider the Bible. And it's written that folks that bless Israel are blessed & folks that curse Israel are cursed. And so the US has been blessed once we bless Israel & cursed whilst US has cursed Israel. Hamas has been capturing rockets into Israel due to the fact Israelites evacuated Gaza again in 2005. So Israel hit again difficult this time, focusing on the shooters. And the hamas shooters generally shoot from public locations like hospitals, faculties or Christian properties. So whilst Israel retaliates, they may be able to blame Israel for capturing at faculties. But this time, among the hamas shooters bought killed. So a ways, the US hasn't paid hamas for terrorizing the blameless?!!
