The answer largely depends on its purpose. If you actually have furniture that "touches any wall,,,MOVE it. For aesthetics I usually install rail at 36 to 48 inches from the floor,,,even if ceilings are 10 ft.
If the rail is for the sole purpose of keeping chairs from damaging walls, then the height depends on where the piece might touch the wall. If it's just for looks then it truly doesn't matter much. If you are undecided, split the height of 8ft.
Decorating, despite what anyone says, isn't strictly driven by formula as much as personal choice. That said, we as humans often make choices that may go against what others suggest, but in each case WE are the ones who live with the choices.

I've seen chair rail at almost every height and it looked good 99% of the time. Typically, yes, it is between 36-48". If it is to actually be used as chair rail then it would depnd on the height of your chairs, but if it is tio be as decor, I would suggest having someone hold a large piece of it against the wall at different heights and judge for yourself what you like. 36" but anymore it really is a stylistic thing and you should just go with the feel of the room. The chair rail height will greatly effect the feeling of the overall height of the room so keep that in mind.

If you have standard 8' walls, 36 inches is the norm. Seriously, 42" and 48" are ridiculously high. Use a tape measure and mark out 36", 42" and 48" with masking tape. I'm positive you'll agree you don't want to go higher than 36".

We were taught the standard is 42 inches to the bottom of the trim, be it wallpaper border or wood trim.
