There are more than one possibility going on. Here are some things for you to look for.
She may be chosing to wait for Mr.Right; or she might not like sexual play. There is nothing wrong with waiting for Mr.Right.
However, all normal hot blooded young women will want something else to "satisfy". If she is doing everything else to help herself...including masterbation by her boyfriend, and by her self when needed. About once a week, more or less.
If she is not interested in any genital stimulation at all, then there might be "mental" issues going on.
I'd hate to say that she was formerly moslested as a youth; but that does, in some, cause frigidity as an adult. (Yes it can go the other extreme as well).
This is not mental, but ALL people rate somewhere on the LIBIDO scale of 1-10 between about 2 and 9. Most people on the lower end LIE. Believe me...because they think there is something wrong with having less desire for copulation. It's hurts when two people are not on the same end of the scale, and causes relationship problems.
If all the signs are there that she really "wants it"...then I'd say she's saving it for Mr.Right or marriage.
The best way to find out something about a woman, is ASK!
One other possibiltiy is that her boyfriend is going for the "gold" too fast, without lots of foreplay, and THAT is a total turn-off.
OR she might just be looking for those special FOUR words "I'll LOVE YOU FOREVER.

im 24 & still a virgin maybe your freind his like me & feels that sex his somthing that should be special between husband & wife not just somting to regreat ive had many jokes made about me but ive stuck to my belives & know that some day mr right will come along for me

well good for her that just means she has self respect for herslef and body and hasnt falling short of pressure, that right there is a true woman and she will give her self to someone when she is ready

It just means she hasn't met someone she wants to have sex with. I was a virgin until I was 20, so it's not that uncommon.
