my friend did this i did not want to judge them but they have a habit of taking things from work that they should take

That is stealing, cause the person did not pay for the cup in the first place

I wouldn't really want to use somebody else's cup, You never know what germs may be in there, And yes any time you don't pay for something it IS stealing. It may seem trivial but it defines YOUR character (or lack of character.) Your choose to be either a decent person or a person with no scrupples or dignity. It lowers your own self esteem, and makes it easier to commit an even bigger crime next time. Lose this friend, and tell them why you don't want to hang with them .

no this is not stealing. it is realocating resources from where they are abundant to somewhere they are scarce.
