This must be a real problem for these people why not a plan to share the odd shoes with others?

Buy a pair of the larger size and get an orthotics department to build a padded inner for the smaller foot so it doesnt slop about in the big shoe.

I guess they could buy a pair of each size and try to find someone that the other two missized pair would fit, they could start a group or something.
Or maybe if their feet are only maybe one size different then put something inside the shoe that was too big.
My feet are really wide and unless I pay through the nose for extra wide fitting I just buy a bigger size shoe and it does me fine.

Most people have different sized feet, one is normally a half size bigger than the other, all you have to do, is, buy the biggest size, hence, it will fit both feet.

I was in a shop in Ireland and browsing I could only find one 'welly' of choice.
I asked for the other boot but it did not surface.
I said well never mind, if I see one legged man down the street I'll send him here.
She replied straight faced "make sure it's his left leg it's a left boot"

There are "made to order service" in shops and many parts of the world.It will be more suitable and comfortable
