It is a lie.
Not everything he says is a lie. That doesn't necessarily mean that he always tells the truth.
He is just lying in this instance, hence he is not always lying.

It's nonsence. Either he is telling the truth but that makes his statement true (so not a lie), or he is lying and then not everything else he might say would be a lie, because his statement already is.
Conclusion: in none of the situations he is always a liar.
