It's easy to tell when a friend or person is i depression, get for the signs:
-Sad look on face
-Sluggish
-Once active, now lazy
-Doesn't work as much
-Confussion
-Appears to have lost emotions, apathy
-Avoids others
-Avoids social situations
-confusion
-Foggy mind
-Tired
-Lays around
-Doesn't enjoy activities anymore
-Mood change, high to low (Bipolar)
-lack of energy
-Doesn't remember well
-Doesn't care
-No motivation
-Glassy eyes
-Bad memory

There are questioniers that can evaluate a person's level of depression. The Burns Depression Checklist has 4 categories, 1. Thoughts and Feelings, 2,Activities and Personal relationships 3.physical symptoms, 4 suicidal urges. a book that i can recommend for those that are "not feeling as happy as you used to feel" is Feeling Good Feels Wonderful, by David D.Burns, M.D. The book can be helpful to almost anyone, but it can also help you decide if you should seek help, some depressions NEED professional solutions. Some of the items to evaluate are: changes in sleep, appetite, energy level, worry. Feelings of sadness, worthlessness, hopelessness, guilt, shame, and being critical or blaming yourself. More symptoms of depression are: loss of interest in job, family, hobbies, and things you used to enjoy. And lastly and of course not least of all are thoughts such as "i wish i were no longer here", "others would be better off without me" and "how can I make this pain stop". You DO NOT have to go through this alone, there are people that want very much to help you. Some people's greatest joy in life is helping others, so reach out and make someone's day.

If your looking for a universal quantifyable characteristic to determine depression i assume you want a dictionary deffinition.
" : an act of depressing or a state of being depressed : as a : a pressing down : LOWERING b (1) : a state of feeling sad : DEJECTION (2) : a psychoneurotic or psychotic disorder marked especially by sadness, inactivity, difficulty in thinking and concentration, a significant increase or decrease in appetite and time spent sleeping, feelings of dejection and hopelessness, and sometimes suicidal tendencies c (1) : a reduction in activity, amount, quality, or force (2) : a lowering of vitality or functional activity"
However I wouldn't place much weight in universals and just take life one step at a time. Depression is not a disorder, it is the result of particular methods of thinking

You can use PHQ-9 (patient health questionnaire). This is the tool used by doctors to rate the depression. Questionnaire is freely available in many websites. Just give a search. Hope this helps you.

dont mind but if someone is asking such a question i mean in generalised thoughts he or she is certainly is in depression to some extent. but then there are other ways to find out. when someone loses interst in the aim of life or doesnt know what is their lives meant for they are in depression

If you feel constantly low, have difficulties with motivation, sleep and concentration you could be depressed. If you lose interest in hobbies etc.

Being quiet, sleeping alot, eating less or more.. mood swings..change in friends or lack of.. Is he a kid or adult?
If he is an adult... ask him...whats happening..
Kid ... take him to a doctor...
