If your talking about college you will have to wait until senior year of high school after you have applied to colleges. At that point you need to go to http://www.fafsa.ed.gov/ to apply for financial aid. Banks will not give out loans to minors under the age of 18 especially since you have no credit history as a minor.

The best way to find out is to do some research yourself with our helpful friend Google. If you know which banks are in your area, or know of popular banks, make a chart: write the banks in a list to the far left. Make columns for things you're interested in, like, savings interest rate, checkings interest rate, the cost to sign up for an account.

Tip: Credit Unions are better than banks, becuase they offer higher interest rates. High interest rates = more money in the long-run. You're a student, so you should be accepted at most Credit Unions. :)

--OR -- there is probably an Economics / Finances class in your school. The teacher of said class can probably help you out a lot. :)
