Nope. Teachers from a different country doesn’t know the target country’s culture. What you say may work in case of scientific subjects, but if a teacher knows so well a langauge and his/her profession as well, he/she would get a good salary at home, so why go to the target country?

Absolutely not, there is an abundance of qualified individuals in the US that are highly capable of teaching with a degree that are forced to do something else with a career due to the poor income available to teachers. What we should do is impose a national tax to make sure we are paying our teachers as we should be.
