I would recommend contacting your state or local chapter of ARC (Association for Retarded Citizens) or your state Department of Developmental Disabilities. They should be able to offer you resources. You might also try the NDSS (National Down Syndrome Society) webpage. Federal law mandates that your child should receive early intervention care for therapies (such as Physical, Occupational and Speech Therapy). They MUST provided it whether you have money or not. When your child is 3 years old, the school district is responsible. As for the surgery, I'm sure the agencies I have mentioned will have information about that.
BTW, my son had his heart surgery at 2 months old and is doing well. It's scary, but it has made such a difference in him. Please also make sure you optimize your rights to therapy to give your child the best head start possible. Best of luck. Go to your local Social Security Administration. Ask about Social Securtiy Disability. The sooner you go and file for it, that is the day they will take for back pay and such. You wil also have to go to one of their doctors (on their list) and get written notification for this. They will help you out although it may take a couple of months. That is why the sooner you go and apply the more backpay you will get once you're approved. They can also help you out with medical assistance too. Then if you cannot work because of your childs disability go to Social Services for help with food assistance and other programs. Good luck!

It depends on what state you live in, and what age your child is. Check with your states website. People are usually very helpful, and even if you get the complete wrong department, someone you get ahold of should be able to point you in the right direction.

There is this lawyer that will help you, go to disability group.com, and fill out the form. They will call you within 24 hours, and help you with everything.
