There is a bone in the skull that closes up at a certain age, but I've never heard of that in the knee (other than in animals, in horses the knee joint is fully formed from 3 to 5 years, depending on the breed)

My son had to have an operation done on his knee, where they scraped the youth cells, so it would slow down the growth of his leg. Because one leg was slightly longer than the other. He recovered well from it.
