I know the catholic have confess, I am Holiness and we confess in our church to the whole church.

Does your Faith Confess, and if not Why?

I Timothy 6: 20

Them that sin rebuke before all, that others also may fear.

Does this mean if their is a disagrement in the Church?

Oh My!! You confess to the whole church??? Do the people judge you for what sins you have made?? How could I look at the members in the church eye to eye, who have commited serious sins? I don't think it is meant for us to judge. How can we not when we hear about members airing their dirty laundry? I think your sin should be left to God to handle.

Confession is when one confesses ones sins to a priest/minister. There can be different forms, but they intent is receive forgiveness of your sins.

Your quoted 1 Timothy 6:20 which in the NIV translation reads: Timothy, guard what has been entrusted to your care. Turn away from godless chatter and the opposing ideas of what is falsely called knowledge, 21which some have professed and in so doing have wandered from the faith. I have added verse 21 since it completes the thought.

There is nothing in 1 Timothy 6:20-21 about confession. I hope this clarifies the bible verse you quoted.

Confession is only useful when used in context for removal of character defects which is something religion is lacking in as far as explaining the human concept of confession which is not really confession but the admission to God, to ourselves, and to another human being the exact nature of our wrongs. This should be accompanied by a searching and fearless moral inventory of ourselves and be entirely ready to have God remove these defects of character. By doing this, your innermost ugly secrets lose their power and hold they have over you. So the purpose of confession lays not so much in the arena of "holiness" but in the realm of character correction.

My "faith/morality" would say, confess to the one you hurt by your sin and go from there.

I do not believe religion. But I try to understand why people need religion. Sometime it is really difficult for a single person to burden all those disaster.
