the phrase is kinda wrong, it shoud be:
tú que estás alto en el cielo, échame tu bencición = you who are high in heaven, give me you blessing
or
tú que estás en el alto cielo, échame tu bendición = you who are in the high heaven, give me your blessing
Note: In spanish cielo means both sky and heaven
