Tell him that if he needs any help to organise a surprise for the occassion that he can rely on you.
Maybe he could get you to light a hundred candles for him, before he brings his girl home and pops the question.
You should leave off on the congratulations until you know the outcome of the situation, then you can go shopping for an engagement present.
