Hi,
It is an accounting terminology glitch that has now taken over everyone who uses it. In accounting whatever is mailed would be called shipped and the actually shipped(by ship or aeroplane) material is called cargo.
However, one more difference is the type of shipment, if it is within the country it is called shipped and if it is outside of the country it is called cargo. Hope this helps.

it's called a conundrum...you know, why do you park in a driveway and drive in a parkway....or why do the call the apartments and put them so close together... Just another way to show how screwed up the English language is...

cargo ussually means heavy stuff and shipment is just a general word for everything being transported by ship.
