Adobe photoshops and there are numerous picture editiong programs available from Download.com
You will need pretty good patience and strong editing tools to change a B&W to color.
Good luck and I hope you find the program you seek. I use Adobe because it has the best options for picture manipulation.

You cannot realistically change b/w photos to color. You can hand color them however, using either special dyes available at arts and crafts stores (Michaels etc.) or by using one of several good manipulation programs such as Photoshop or Paintshop Pro. It can be loads of fun...good luck.

depending on the digital camera you have, you probably got some sort of software with a picture editing program. You can either use that or if you want to actually have prints of the picture any picture kiosk at CVS or Walmart will be able to do it.

Photoshop has a great replace color feature that will really simplify this task. Between that and the channel mixer you really shouldn't have that many problems.
It's a slow process if it's your first time and requires patience. However, it's not that hard to pull off.

You can remove color from photos, but you can't add color unless you do like the lady says and "paint" them
