Your question itself seems to be a leading question in the sense that the government formed in China is not the right one and that people should express their views freely about the Government.
So if you know the human rights have been suppressed then all the rest do not need an answer.
If it is so how do you expect any answer from any one in China unless it is outmaneuvered by the Govt agencies.

To what extent all other Govt in the world are really FREE
To what extent any free expression has resulted in changing the Govt.When will we learn that once a Govt is elected we should stop criticizing left and right. In my view too much of criticism is the bane of our democracy.

No, In China when people speak out and say something bad about the government they get sent to jail under some wacked out charge or wrose. I'm glad I live in the USA, at least we can say something if we don't like the government.

Absolutely! As long as their views are approved by the government. If not, they are shot and the cost of the bullet is billed to the family.

They can say that as long as they don't do it.All choices carry consequences. Some pleasant and some down right deadly. Peace.
