Did he tell you this???? Keep him away from female dogs and the problem is solved,,,go one better and neuter him. We don't need anymore dogs that get sent to the pound!

Male dogs only become "horny" when they can smell a female in heat. If you mean "horny" as in humping you leg or the furniture than this is not a sign of being "Horny". This is a sign of dominance. A male or female dog will "hump" other dogs, toys, people or furniture to show that they are the leader of the thing they are humping.

keep him in the house away from other dogs or let him mate with a spaded female

Don't take him away because it's your responsibility to take care of the dog.

Get him fixed. he might not be able to have babys but he should settle down.
