hes separated & he flirts with all the ladies in our office. he flirts with me too, but i want him to REALLY like me. as in seriously like me & not just think of me as another pretty face in the office.

I say start your recon now. Try to find out what he likes. where he goes. What he likes to do. In an aggressive but invisible way. Not "in your face" stalking. You will have to make the 1st move I agree on that. Being in his(your boss' neighborhood age wise) unless you are some plus sized gal, I would have noticed. But with the work places laws being as vague and women-leaning as they are. I would never approach a gal like you in 80 million years. Because if she didn't want anything to do with me she can claim inappropriateness. When you see him give him little general compliments like how his tie matches him. The cologne he is wearing. Try wearing outfits that show your curve and legs tastefully. If he seem comfortable with that. then you can escalate to other more personal things. Then if he still doesn't balk, suggest you meet AWAY FROM THE OFFICE, on your own time. Better yet, if you know where he will be at a given time(the dry cleaners, the coffee house etc)you can plan to be there to "bump" into him. There you can throw out your net and hint that you like him as a partner and not just a boss. Keep the relationship AWAY FROM THE OFFICE. That will protect both you and him should something start.

If you are 21 years old, believe me, he's noticed you already.
Being the same age as him, I wouldn't dream of hitting on that young a girl.
She, meaning you, would have to put on the first move.
See if you can't get him to take you to lunch.
But be warned, he may not do it, as the rest of the ladies in the office, will probably get jealous, and hate you, for grabbing him, even if they were married and had no intention of chasing after him. It's all office politics and with your boss, the danger of sexual harassment charges.
It won't be easy.
