Because a round ones cannot be maneuvered to fall through the hole. Rectangular ones can be dropped in simply by putting the shorter side in first.

a round manhole will not fall down the hole... very dangerous is someone is working underneath... a square would (diagonally)

absolutely correct, it will not fall in because of the shape. and additionally it must be 100 pounds or must be removed with a special tool to prevent people from removing it as a prank or an act of malice.
