words are power, if the Will is strong, the timing is right, and the witches pyramid followed, anything is possible. It depends what you mean though... if you mean for a witch to say "go die" in casual conversation...the person is not likely to die because of that... but if the witch focuses her intent and directs her will behind her words & acts in accord, then; yes, by simply speaking the intent, that can manifest the true will. if the words are spoken with power behind them... then words are the only necessary component of a spell. manifesting the true will of the witch. For example i sing galdur ( a very potent form of runic magic) it does not require any herbs, oils, stones, magic circles, or unnecessary frippery, the word that represents the phonetic sound of the rune is the only necessary ingredient in my spellwork... I sing it & it manifests... sometimes it takes an hour, sometimes it takes a lunar cycle... it depends on what i am asking for. but if i say casually that "i want a million dollars"... Chances are, i wont be holding a winning powerball ticket...As for writing it to someone... it depends on how much intent & focus of will was placed to back up the act of writing it down...

Black Aliss is right. I couldn't have said it better myself. The main force in magick is intent. Using your will to make things happen. I have seen "Witches" do this by sheer/ thought will alone. As for Galdur. it is a very potent form of magick, involving vocalizing runes. I've always wanted to learn it.

There are no such things as witches, except those social deviant, hippy types who THINK they are witches. But they can't even affect their own lives, let alone someone else's.

No you have to will what you say to happen if you say it but don't really want it to happen because your scared or for any other reason than nothing will happen but if you can get past any fear or doubt than you can do anything you want.

We have chanting spells, but it would be hard to cast a spell on command.
