Did you lose your card? If you card is lost or stolen, it is always best to close the account and open a new one. If you have the card and just need a new one, most banks will close out the existing card and open a new one. Debits cannot go through if they cancel out the card completely.

Depends on your bank. Some will still allow debits to go through. You should check their practices, they give copies to you when you opened your account
