It depends upon the school, the position, and the number of applicants. The rule of thumb, in my experience, is to wait a week and make a phone call. Then, until they tell you to stop, keep making phone calls. You absolutely won't get anywhere waiting for someone to notice you out of a 12" stack of resumes.
