It could mean a lot of different things, but I would imagine that it indicates first and foremost an openness to other cultures, nations, and ethnicities. It also might include a good working knowledge of the history, government, and social customs of various nations. Finally, it's probably the complete opposite of an ethnocentric, nationalist, flag-waving attitude. People with an international attitude realize that there is good and bad in every country and that intelligence, industry, cooperation, pride, and creativity are not limited to the people of any single nation.
