Dove Body wash; Then afterwards put on Eucerin Body Lotion or the thick cream. Even the Wal-Mart brand of Eucerin is fine.
My daughter had skin like a cat's tongue (bumpy and rough) but within a few days of using the above combo, it's back to baby smooth!

there's alot of lotions that work really well. Aloe vera helps to. At my job, i have to wash my hands alot and do dishes some times so my hands get really dry. I use suave lotion with aloe vera in it. It helps. If you want, you can "preview" some in the store before you buy it. Some have samples but if not just pop it open and try it. That way you can see if it will be too oily before you buy it.

Try drinking lots of water. Baby oil is good too. Just put on a bit after you wash your face while it's still damp.

It all depends on what is causing the dry skin. Dr.s will tell you to eat more fruit. Others will try to sell you something. I say eat the fruit.
