Photoshop offers a wide variety of tools to remove items in images.
The stamp tool works well when you have a symetric background you are stamping over. As it's hard to build an image that's not there or you don't know what is there.
The healing brush can work if the shadow is quite small and in a small concentrated area.
The selection tool in use with layer masks can help you fade out the shadow.
But none of these will place nonexistant information into the image. If the shadow is so dark that you can't see what it covers and you don't know what's there, you are going to have a difficult time.
Luckily, shadows are usually transparent enought that with the Dodge tool and selection tool you can lighten the detail behind the shadow so it almost seems to dissapear.

everything can be fixed with photoshop, it's just a matter of how well you know the program / how much of an eye for detail you have.

You can use the stamp tool... also you can select that shadow area and work with levels to make clear that particular area.
