If you add this you can use the existing cables to carry satellite and local channels on the same cable.

You could insert a UHF antenna in front of the dish using the parabolic properties of the dish as a reflector. Then point it in the direction of the transmitting antenna after a bit of adjustment it should work.
BUT the lnb/lna fixed in front of the dish only receives SHF this frequency group is way to high for a normal television receiver

No. Satellite transmissions, which your dish antenna is designed to receive, are microwaves.

Regular, i.e. terrestrial, t.v. transmissions are on u.h.f.
