there are public places such as miltary.com where you can search their 'buddy finder' but there is no offical database that the public has access to.

Unless you are listed on a servicemember's page 2, you are NOT authorized to receive any information about them from the military.

Yes. As a matter of fact there's a registry of all enlisted personnel either active or mustered out. Not sure if there's a fee or the name of the thing. Best bet is contact the D.O.D.
( Department of Defense ) I'm sure they'd have a website. No, don't stick your head out the window and yell ten hut. You'll have guys snapping to for miles around.
