This wont work. Although it would be a fabulous idea to get everyones background before they get help from the fed and state govt. and not just give out "aid" left and right, since many people that get it dont deserve it, while those that need it dont get it.

We tried to withhold government services from illegal "immigrants" here in Cali. by way of voter initiative, which was overwhelmingly passed by the voters of this state. Then it was challenged in the left-leaning 9th district court which decided this was unconstitutional because it created two classes of people.
We did not create two classes of people. The people who chose to come here illegally created there own class separate and beneath those here legally.

Fingerprinting will not solve the problem. We give hand outs to legal (and illegal) people already. Fingerprinting doesn't change anything. Sorry...I know you think you have a great idea, but it won't work.
