Sorry to hear such cynical answers... the expression, forunately, is NOT.
The background of this is that, one is caught up in the romance, ANYTHING the other person says, no matter how simple or trite sounds sweet. Thus "sweet nothings" are the simple, inconsequential but "romantic" things lovers say to each other. The words that are said don't even matter -- it is the affection and the voice of the lover that counts!
The whispering, of course, adds to the intimacy (so others cannot here, not to mention the joy of being close to the other).

Because Girls ignore it like its nothing (in one ear and out the other).... for real this is a great question!
The answer is that when the guy is whispering them in your ear he is saying what you want him to, so he can achieve his goal (IE make out, Grand slam/Home run) and he doesn't mean them, he just saying them to romance you.
