The major event to regular tour events sell out in most cases. You can always buy a ticket from someone who has an extra one. Most golf tournament set up bus rides from places with large parking lots. Since the golf course does not have a big lot. Just ask the people waiting for the bus if anyone has an extra ticket. You may get a free one. A lot of corporations by the tickets and give them to employees. The employees may give the extra away or sell for cheap.

For all European tour events including the Open Championship you can buy tickets on the gate during any of the days and sometimes apart from the final two days, if you turn up late in the day and are lucky enough to find a kind steward they will let you in for free(though now I've published this on the web, it will probably not happen anymore). Can not answer for the US as I have never been to an event there, but one would imagine it would be the same apart from The Masters.

Some times you can. I was at Baltusrol last year for the PGA and they were selling day of tickets. Also if you go a little later in the day alot of the people who are leaving sell their badges after they leave for like 20 bucks to someonoe out side who wants to get in.
