Penal colony is not gender specific. The term refers to a prison any sex.

They don't use the term penal colony around here anymore. Women and men are sent to penitentiaries, or correctional institutions. Penal stems from the same word as penitentiary...a place to sit and be penitent for the criminal/wayward actions. (P.S. There is no sexual connotation for the word penal...if that is what you were referring to...otherwise, it would be spelled penile.)

it's not really a penal colony its a penal institution. Australia was a penal "colony"
