Civilization means people learning to cooperate with one another for the good of everyone. Whenever people look for what is best for them, and are selfish, then they look for what they can get or take from others. It is only when we learn to give and help one another that society can grow and even peace some day will happen.

Several reasons:

When Europe colonized, they placed borders where they wanted, putting enemy states in the same territory, which eventually led to civil wars.

Missionaries and conversions. Both Christians and Muslims, preaching that women are inferior and that people have the right to have as many babies as they want.

Foreign debt, which many countries, no matter how poor, are expected to pay back. This is one of the reasons why African (and other developing) governments become so greedy and corrupt.

Continued exploitation of natural resources by American and European companies, who disregard environmental consequences and ultimately affects the locals.

There are many countries in Africa. Each has their own problems like any country. If you really want to know the answer to your question you will have to investigate countries individually.

Some countries are improving while some are getting worse. It's impossible to give a good answer to this question. Think about it, is every state in America the same? Does every country in Europe have the same problems? (The answers no by the way!)

Maybe because world leaders think attacking oil rich countries is
more important than helping those less fortunate.

This subject breaks my heart. There is so much to gained by
helping & educating them - I don't understand why people
refuse to see it.

Many African's speak english & beg us for help. Unlike being in
a country that wishes we weren't there.
