I think a late-'90s Toyota Corolla or Honda Civic would be your best bet. These cars are right around your price range. They are also among the most reliable cars you can buy and will last a very long time, especially the Toyotas. Both makes are well-known for their build quality which is something you can't say about domestic models.
You don't want an old domestic POS, they don't age as well and will give you a lot more trouble.
Oh yeah, don't finance the damn thing. If you have the money, pay cash. Financing just costs more in the long run.

The part that makes me laugh is that every body missed the word Cheap!!! -- ok for cheap and good on gas are the chevy prizm, chevy aveo, chevy cavilier, ford focus, escort, toyota corolla (pre 2002 gets you 42 mpg highway) , Mazda 626, geo metro ... many of these will be near $5000 for somthing that runs -- better yet , put the 5 grand down and finance the other five. That way you'll at least get one of those cars with much lower miles
