It’s mostly the birth rate in the 70's plus an increased life expectancy and improved health care. It's estimated that Mexico's population will stop growing in 30 to 40 more years and currently it's aging quite fast (average population age).
Now, the Pope and the church. I can tell you that most women in México doesn't give a damn about what the Vatican has to say about birth control, actually, a lot don’t even have a clue about the church’s position. And personally, all my married (Mexican) friends practice birth control.
The whole immigration problem ain't such as simple like just a belief issue, some studies indicate the roots of the problem are the improvement of health services, the probability of surviving at birth was increased over 300% in the last 30 years. The government wasn't able to create the economic stability for economic growth, combine the two factors and what do you get? An awful demographic problem that will take a while to get fixed, the church is a lesser issue here, their propaganda against birth control doesn't seem to have much of an impact.

The whole point of having a Pope is that he's never wrong, man! Seriously, if he thinks that it's more important to believe in an outdated and completely disproven theory about homonculi in the sperm, then by golly we've got millions of little dudes in each ejaculation just waiting to grow up in mommy's tummy, and it'd be a sin to waste life by masturbating and being promiscuous! Unfortunately, it also means that birth control and abortions are completely out of the question for the largest (poorest) segment of the nation, hence we end up with overpopulation in the group that can maintain it least well.
So, since it's the catholic's belief, the state can't legitimately interfere, could it? You wouldn't want your government to restrict what you can believe, would you? Didn't think so...
As to creating new jobs, well, Mexico is not a communist or fascist nation, so the government doesn't actually give many jobs outside the Mexican version of the DMV and such. All it can do is try to manipulate interest rates/inflation in order to stimulate hiring by local companies, but it's never easy to do that, even in the U.S.

Let's separate a couple of things here - the catholic church is one thing, the problems with illegal immigrants is another, and the Mex gov't is a third. The Catholic church has its own agenda and there's little chance of that changing in the near future. Think about it - in the "first world countries" (i.e. the U.S. and Europe) the Catholic church is losing members, but not in the Latin countries. With 40% of the membership coming from Latin America, the church wants more children to continue the tradition.
As for the Mex gov't - they have their own probs, just like here in the U.S. The country is huge and they have very little infrastructure outside of the major cities. Many of the Mexicans who come to the U.S. come because of an ideal. Lots of times what they encounter isn't what they thought it would be like, but are committed to being here because they sold everything or gave everything up to come to this country. They get what jobs they can and try to do what they can. Is it right? Should they be allowed to just stay? That's a whole other can of worms.
As for the Pope. It's not like he would listen to anyone who came from the "New World" He just wants to control the whole system and have it function to his liking.

Mexico has only two classes of people (actually three). 1. Rich 2. Poor 3. Extremely rich drug lords.
The rich need the poor so they don't have to work. The poor need all the family it can get to survive. The drug lords need them both to help smuggle drugs into the USA.
