Guys in Scotland wear kilts, which are skirts. I don't know if this is just a myth, but I heard that some of them wear NOTHING underneath. EEEWW!

Both boys and girls have "something special down below". Boys' are...um...bigger. So, a skirt would give a boy LESS cover, hence less modesty (for example, on a windy day!) than pants do. In a similar way, pants cover up MORE of the girls than skirts do (generally speaking), so pants can be even more modest. A lot depends, of course, on waist, material being tight or sheer, etc. And I don't think the current fashion in America, of boys wearing their pants down around their crotch, is modest at all.

and who says it's not ok for boys to wear skirts? I've seen several boys wear skirts and it was quite cute.
