This is a verbal riddle, it relies on the imagery. It's a description of something and you need to "see" it to understand. The answer is a shotgun.

The crowing is the firing of the gun. When you pull back the hammer on a gun is called c*cking the gun ( from that comes the saying don't go off half-c*cked).
