A man I know has a dog that he leaves chained up in his back yard all the time. I think it is cruel for that animal to live it's entire life on the end of a ten foot chain, but apperently he does not. Isn't that cruel or at the very least some sort of neglect.

I agree but as long as the man is providing the necessities; food, water, shelter and medical care if needed there is not much that can legally be done. You have to prove neglect in these areas.

I think it's cruel to leave a social animal like a dog chained up all the time, but unfortunately the law does not. Most places only require that the animal have shelter, food and water. If you want to change the law, get some petitions going and contact your local politicians. Try making a video of these poor dogs and see if your local TV station (like ABC's "7 on Your Side") wants to do an expose.

I agree with the others here - it does seem cruel to many of us. I could never leave an animal outside tied up all the time, but as long as he is providing food, water and sanitary conditions. And if the dog is able to move around, and is in good health, there is probably nothing that can be done. But call your local SPCA - they might be able to tell you if there is anything that can be done.

It's sad when animals are gotten and forgotten. This happens here in this country more often than it should. For whatever reason, owners lose interest, or just don't care. If the animal looks unfed or there is no clean place for the dog, or if the shelter is inadequate, All or just one of these reasons is enough to call your local humane society. Please don't wait till it is too late and the dog suffers a daily slow death.

I believe that is animal cruelty. Why did he get a dog if he isn't even going to pay attention to him?! If it really bothers you, you can call animal control and have them investigate the environment the dog is living in. If anything else, it will give the guy a wake up call.

Animal neglect is a form of animal cruelty, and it seems like that's exactly what is happening. To be safe, call animal control and have them make the decision.

I would consider it animal cruelty! I mean, he should at the very least be taking him for walks. I would call Animal Control, maybe they can go out there and check it out. Poor little pooch, I wish him luck.

I agree with you but as long as the dog has shelter, food & water & the area he's in is clean & uncluttered the neighbor is doing nothing wrong.

maybe it is a wild type dog that needs to be chained for neighbors safety. if u call to report him they will take and put him is sleep because wild dogs are not adoptable and that, in my opinion, is cruelty.

Call the animal shelter or the ASPCA. That is definitely animal cruelty. It makes me sick.
