I say less than 10 minutes is rinse off - my friend disagrees and says you can shower in 1 minute. What's your opinion?

A rinse-off is when you jump in the shower, maybe after sweating, and don't really use soap. This phenomenon lasts approximately, 45 seconds to 1minute and a half. When you are using soap, this constitutes a shower. Washing butts and genitals is a shower. Running water on sweaty body is a rinse off.

A rinse off uses just water. You wash with soap in a shower.

For me at least: A shower involves soap, a rinse off is just water. Everything else being equal, a rinse off is shorter.

i think if you just need a "rinse" that means soap up and shave legs
a shower would be hair and shaving all other parts : )
either one can take just as long as the other i would guess but to do everything and to feel clean i think i could be in and out in like 10-15 min

I think a rinse off doesn't consist of using soap and shampoo and conditioner, etc. A shower does.

Shower - soap. Rinse off - just water. Sure, you can shower in 1 minute. Use one of those scrubbies with the liquid soap on it, wet body, use scrubby, rinse.... towel dry. All done.

I say a rinse off is a quick "freshening" at the sink. A shower is when water actually drenches you and you are required to be completely naked.
