I would take out the stock air box and put on a conical air filter, this is the most basic way to increase horsepower a few, after that I would do the exhaust, if you have a mainfold you can get around 25 horsepower adding a header and exhaust, next would be the ignition system, then a chip, but it starts to get expensive at this point. about the last thing is to rebuild the engine adding performance parts and doing different machine work, like port matching intake and exhaust to the head(s), adding bigger (longer duration/lobe lift) cams, bigger crank, as far as this the sky is the limit if you have the cash. But everything is in relation to each other, a high horse motor is no good without transmission and torque converter/flywheel upgrade, as well as the ring and pinion if you have an older car, like pre '75. Driveshaft if it has one, so you can see it is not as easy as just adding horsepower, to an extent, if you stick to the basics like air filter and header you can get about 30 horse and not have to change too much. depend on the starting point. This is a very broad question you asked. One recent project was a bone stock 05 Cavalier 4 cyl ecotec engine. Ran 15 seconds in the 1/4 mile. Added the factory supercharger and now i run 13's.
My older cars,(70's Vette) i had to make do with intake, carbs, hotter ignition, beefed up the trans and swapped out the rear, ETC.
So the correct answer could be all of the above.

If I had an old car I would change the rears
That way there if I wanted to run the car like normal I could just change the rears again and not have to worry about all those engine mods.
But If you wana get real bad to the bone,change the heads,carburation,add headers and so much more...

The engine on your vehicle is surely an air pump. Any time you are able to strengthen the quantity of air out and in will make greater HP. The chilly air intake device reduces the regulations in the inventory air filter out device.

I would look @ 1st: a cold air kit (or @ least a high performance air filter) &

2nd a performance exhaust kit.

i would do a turbo(s) , ignition, exhaust, head(s), pistons, and cam or cams but if it already has a turbo i would push more boost and bigger blow off vaulve and waste gate or a stronger spring in tha blow-off valve
