i am looking for the codes so i can reprogram my scanner. i would appreciate any help you could give me.

Sure, just goto http://www.radioreference.com/modules.php?name=RR and click on Pennsylvania, and then click the county then you'll see a list of Frequency, Trunking Id's and all that other stuff.

Just google 'scanner frequencies' or 'Pennysylvania scanner Frequencies' I would avoid Radio Shack for frequency lists, more and more they refuse/ charge for them, or just try to sell you the 'Scanner Frequency Guide and Handbook' which is incredibly overpriced, and set up in a way to be as difficult to read and underdstand as possible. I know there are hundreds of sites out there that freely let people download scanner frequencies.

Another option is to search for them with the scanner. Just remember, no matter where in the US you are, the Police/Fire/EMS frequencies will be located in the same areas-I would look in the following frequencies-

30.0000 - 45.9995 MHz
148.0000 - 159.9995 MHz
164.0000 - 171.9995 MHz^
450.0000 - 469.9995 MHz
800.0000 - 823.9875 MHz*
849.0000 - 868.9875 MHz+
900.0000 - 924.9875 MHz#

The first three are your most likely areas, the second three, while can be allocated for emergency services, are rarely used except in large metropolitan areas. Also note, you will most likely need a trunk tracking scanner for police frequencies 800MHz or higher.

+ I have found various emergency related transmissions here, but also alot of 2 way radio traffic, and cell repeater traffic
# Emergency services can use this band, but you are more likely to find cordless phones and data (pager) transmissions here.

you can buy a book at radio shack that list all codes in the usa.

try cityfreq.com but you have to know how to navigate through it to find the proper freqs that you want,
