Statistically, a subgroup has the same bell curve characteristics as the super group.
In this case, smoking pot is a lifestyle choice and the cross section of lifestyle choice is uniform for everyone.
For example 90 percent of the world population is heterosexual. In America, a subgroup, 90 percent of the population is also heterosexual. Different here because sexual preference is determined genetically and slightly influenced by environment. So, it's not a conscious choice such as smoking pot.
It is interesting that the propensity to be a drug addict may be inherited genetically.

Its also against the law to speed, change lanes without a blinker, and accept a free cup of coffee (as a cop). Some rules are ridiculous and completely not within the purview of the government to create. Plus, being a cop has got to be a stressful job.
