Depends on what you think happens when you fall in love. There are so many interpretations. I think the long standing affection that you have for the person you love (their company, their touch, if you can see yourself spending the rest of your life with this person) outweighs that fleeting sensation of "falling"

before getting married, absolutely;
in life in general, not necessary but certainly more fulfilling ;) There is no other feeling like it in the world.
