De jure means by law or rule
De facto means by fact.
De facto segregation means that blacks still live in predominately black neighborhoods, that blacks and whites tend to go to different churches and join different clubs. That even though it's no longer the law (de jure) that blacks and whites must be socially separated, they still are mostly socially segregated. This is more true in some cities than others. Probably more true in the south. For example here in oklahoma city the bars that cater to whites have very few blacks. the bars that cater to blacks have very few whites. many white people don't realize there's another 'black' world that they don't visit. Blacks are the minority and they are mostly aware that the world is predominately white.

In that context, de jure means legally segregated, "white" or "black" schools, for example, and no one from the other race may attend.
De facto is for example when people end up grouping together for economic reasons or comfort levels, and then a school that is built in one of those areas ends up being 'essentially' a white or black school. However, if a state action did not bar non-whites from attending the white school, nor bar whites from attending the black school, it was just how the neighborhoods developed, the court will typically not force busing. This is just an example, so please don't get pissed for my simplifying the context into two races, people.

'De facto' means 'in fact' as opposed to 'de jure' which means 'in law', so situations that might not be legally recognised but still happen to be reality are 'de facto'. The existence of 'ghettoes' in urban planning would be a classic example of de facto segregation.

it's when people are segregated by somthing other than law.
a perfect example of this is say a person does not pay attention in his inner city school. he or she drops out and doesnt have any choice but to live in the ghetto because they were more interested in gang-banging and smoking dope than getting an education.
and that my friends is no ones fault but their own.
